Norman R. McNulty - Federal Workers' Compensation Attorney Profile
Norman McNulty is an active member of the Washington State Bar
Association. He has practiced administrative law for over 35 years.
His experience with and expertise in federal workers’ compensation cases reaches
back to 1994.
Prior to starting his private law practice in 1993, Mr. McNulty
worked for a federally funded organization that provided legal
representation to low-income clients. He
brought numerous court actions that resulted in major changes in Washington
State public policy. He has argued many times in the Washington State
Supreme Court and Court of Appeals. One of his cases, Flanders v.
Morris, is nationally cited in court decisions.
Mr.
McNulty earned degrees from the University of Washington and the University of
Washington School of Law and was recognized in college by Phi Beta Kappa for his
academic achievements. While a law student, he worked in the legal
department of Army Corps of Engineers.
Mr.
McNulty served in the United States Navy from 1964 to 1968. The aircraft
squadron to which he was attached as a yeoman was deployed to the carrier
USS Constellation during the Vietnam War.
The Attorney’s Fee for Federal
Workers’ Compensation Cases
Federal Regulations do not allow contingent attorney’s fee
arrangements in federal workers' compensation cases. Instead,
a federal compensation attorney is paid only for the hours he works on a
case, and he must ask the client to pay his fee. 20 CFR § 10.702.
A client does not owe a fee until he and Mr. McNulty agree to
legal representation in writing. A client can make
monthly payments on the fee. Mr. McNulty accepts Visa

The Attorney’s Fee for Disability
Retirement Cases
Requests for reconsideration of a denied application for disability
retirement and appeals to MSPB are handled on an hourly fee basis.
A client can make monthly payments on the fee. Mr. McNulty accepts
Visa and MasterCard.
